Ngày xưa khi còn tàu còn biển , các chiến sĩ Hải Quân, cứ mỗi thứ hai , hầu như tất cả các đơn vị Hải Quân , tất cả các căn cứ HQ trên khắp các vùng đất nước, đến các chiến hạm ở Sài Gòn , cứ thứ hai đều phải dự lễ chào cờ , sau lễ chào cờ , tất cả nhân viên phải nghe một bài đọc : Câu Chuyện Dưới Cờ " của Đề Đốc Tư Lệnh HQVNCH Trần Văn Chơn....
Sau năm 1975 , Công Đồng Người Việt Hải Ngoại nói chung , Các hội đoàn , tập thể quân nhân nói riêng , mỗi khi có lễ hội đều có làm lễ chào cờ ( Mỹ Việt ) , Phút mặc niệm.....
Khi chúng ta làm công việc đó không hề tìm hiểu , các nghi thức của người bản xứ ( Mỹ ) mà chỉ làm theo thói quen , tuỳ sự suy diễn....Theo phong tục của Người Việt chúng ta thì luôn luôn lễ phép " tiên học lễ , hậu học văn "mà, bởi thế cho nên chúng ta giữ lễ với Lá Cờ và bài Quốc Ca của Mỹ là " Tiên chủ hậu khách ", đó là nói về bài Quốc ca hay dù chỉ chơi Quốc Thiều....Còn vấn đề vị trí của Lá Cờ Mỹ và vị trí của lá cờ VNCH chúng ta cũng cung kính luôn đặt để lá cờ Mỹ ở vị trí trung tâm , vì thường có ba lá cờ cho mỗi một buổi lễ hội , ( Cờ VNCH , Cờ Mỹ , Cờ hội đoàn , hoặc quân binh chủng )....Có lẽ chúng ta làm những điều đó đã tới khoảng hơn ba mươi năm , mà không một ai thắc mắc hay khiếu nại , cho đến một ngày đẹp trời có một buổi lễ nơi Tượng Đài Chiến Sĩ Việt Mỹ ( Freedom Park ) Buổi lễ này có một số khách là những người thuộc cơ quan chính quyền của thành phố Westminster tham dự , những người này họ nói cho ban tổ chức biết những điều sai lầm mà chúng ta đã mắc phải cần thay đổi :

1/ Quốc Ca Nếu có hơn hai bài quốc ca của những Quốc Gia tham dự thì luôn luôn những bài quốc ca của nước ngoài phải được hát trước , và quốc ca Hoa Kỳ hát sau cùng và liên tục ( không ngưng nghỉ giữa các bài Quốc Ca )
2/ Quốc Ca hay Quốc Thiều , trước đây chúng ta thường chỉ cho chơi bản nhạc Quốc Thiều Hoa Kỳ ( mãi gần đây mới có một vài buổi lễ cử một người đứng lên hát Quốc Ca Hoa Kỳ ) , trong khi đó bài Quốc ca VNCH thì được toàn thể khách tham dự cất tiếng ca vang vọng ....Đây là một điều làm nghĩ kỹ lại chúng ta đã không công bằng , bởi thế họ đề nghị nếu đã hát thì phải hát cả hai bài Quốc Ca , và nếu chỉ Chơi Nhạc ( Quốc Thiều )thì cũng nên chơi nhạc luôn cả hai bài chứ đừng một bài chỉ đờn một bài hát
3/ Vị Trí của Cờ Hoa Kỳ luôn luôn nằm bên cạnh trái đối với khán giả và dĩ nhiên chiều cao cũng như khuôn khổ của các lá cờ phải bằng nhau ...Nếu muốn đặt cờ Hoa Kỳ ở trung tâm , thì cờ Hoa Kỳ phải có chiều cao cao hơn các lá cờ kia hơn thế các lá cơ kia phải thụt lùi ở hàng sau chứ không được đi ngang hàng

Thế rồi, có những hội đoàn vì thói quen , vì không biết nên vẫn cứ chào cờ theo nghi thức cũ có nghĩa là chào cờ Hoa Kỳ trước rồi mới chào cờ VNCH ( làm như vậy là sai ) " Nhập gia tuỳ tục , đáo giang tuỳ khúc ".... Nếu vì không biết thì nên tìm hiểu và học hỏi , còn vì thói quen thì nên cố gắng bỏ dần những điều sai lầm đó đi....Lại có một số người cứng lòng, biết mà không làm không nghe theo...Chả hiểu vì sao (?)
Nếu như người Hoa Kỳ nói rằng Cờ Vàng Ba Sọc Đỏ , bây giờ không còn đại diện cho Quốc Gia VN nữa mà chỉ là lá cờ đại diện cho những Cộng Đồng Người Việt tỵ nạn cộng sản , bởi thế không được hát ngang hàng với Quốc Ca Hoa Kỳ , nếu thế lại là lẽ khác , đằng này họ chỉ yêu cầu chúng ta thực hiện cho đúng nghi thức mà quốc hội của Hoa Kỳ đã đặt thành luật hơn nữa khi làm những điều đó không hạ phẩm giá của lá cờ Vàng VNCH mà trái lại là khác...Thế mà họ không chịu tuân theo thì, Xin mượn lời của ông Du Tử Lê mà vò đầu bứt tóc than rằng :"Chuyên dương gian không thể hiểu "
